– our team is now focused on integrating Cardano’s annual budget process into the Cardano GovTool platform. This effort underscores our commitment to providing top-tier IT consulting and development services in the Web3 space, as we help advance Cardano’s on-chain governance capabilities.
Intersect Partnership and Evolving Governance Tooling
Intersect, a member-based organization driving Cardano’s development and governance, has emphasized that evolving governance tooling is vital for better on-chain outcomes, especially with recent changes to Cardano’s budget process
In a recent Intersect update, the community’s attention was drawn to new tools that support decentralized representatives (DReps) in shaping budget proposals before they reach on-chain voting. As an Intersect member and contributor, We Deliver IT is at the forefront of these efforts, leveraging our blockchain consulting expertise to implement needed features in GovTool.

By integrating these features, We Deliver IT is making it possible to publicly share budget proposals early and gather initial DRep and community sentiment. This early feedback mechanism means Cardano’s community can signal support or concerns on spending plans well before formal on-chain voting occurs, improving transparency and collaboration in the budget process.
Gathering off-chain community input is increasingly recognized as a key step in Cardano’s governance. Intersect notes that governance polling (informal sentiment checks) are useful not only for budgets but also for other governance actions like Constitutional Committee elections and protocol updates
To standardize this, the Intersect Governance Tools Working Group (which We Deliver IT actively participates in) has begun drafting a Cardano Improvement Proposal (CIP) for “governance polls”
This initiative will allow multiple platforms to record and share poll data in a distributed way. Our work on budget proposal polling in GovTool is a prime example of this broader evolution – aligning with Intersect’s vision of more robust, user-driven governance tooling.
Advancing Cardano GovTool and We Deliver IT’s Role
For those unfamiliar, Cardano GovTool is the official open-source platform supporting the key steps of Cardano’s on-chain governance (as laid out in CIP-1694). It provides users with a streamlined interface for actions such as DRep registration, delegation, proposal submission, discussion, and voting. Notably, GovTool includes an off-chain Proposal Discussion Forum – a Web3 application we developed to facilitate structured debate around governance proposals
Through GovTool, Cardano stakeholders can follow the full lifecycle of a proposal, from initial idea and community deliberation to on-chain vote and final outcome, all in one place
